Amends Arizona Revised Statutes section 48-3771 to extend groundwater replenishment requirements to the Pinal active management area in addition to the Phoenix AMA.

Allows municipal providers applying for assured water supply designations in the Phoenix and Pinal AMAs after September 14, 2024, to elect whether member lands retain their replenishment obligations.

Requires member lands that retain replenishment obligations to do so for the lesser of either ten years from the designation start date or the first term of the designation.

Establishes a phase-in schedule where municipal providers assume groundwater replenishment obligations incrementally (minimum 10% annually) until all obligations transfer within ten years.

Permits municipal providers to use groundwater allowance and extinguishment credits from assumed member lands according to the terms of their member service area agreements.
