Requires a person to pay $32,000 to the department by December 31, 2025 to implement education fundraising special plates, with that person designing the plates subject to department approval.

Establishes a $25 fee for education fundraising special plates, with $8 designated as a special plate administration fee (deposited to the state highway fund) and $17 as an annual donation to the education fundraising special plate fund.

Creates the education fundraising special plate fund to receive donations, with the first $32,000 reimbursing the entity that paid implementation costs and up to 10% of annual deposits available for fund administration costs.

Directs the director to annually allocate remaining fund monies to a qualified 501(c)(3) nonprofit organization with a mission of community fundraising for one unified school district, supporting equitable access to learning, classroom innovation, and academic excellence.

Amends multiple statutes to include section 28-2470.27 in provisions governing special plate administration fees and donations, and excludes education fundraising plate donations from highway user revenues.
