• Establishes qualification standards for instructional staff at qualified schools, requiring a baccalaureate degree, three years of teaching experience, or specialized skills in their subject area.

• Mandates annual audits by the auditor general of qualified schools receiving ESA funds and requires noncompliant schools to reimburse all ESA monies received in the prior school year.

• Requires qualified schools to post graduation rates annually, report excessive student absences, provide written notice of special education services to prospective students, and comply with individualized education program accommodations.

• Establishes a legislative program review process for the ESA program to occur by July 1, 2033 and every ten years thereafter, including performance audits by the auditor general.
