• Provides annual scholarships covering tuition and fees for students in teacher preparation programs, with maximum terms of two academic years (four semesters) for community college and graduate students, and four academic years (eight semesters) for undergraduate university students.

• Requires scholarship recipients to teach for one full school year in an Arizona public school for each academic year of scholarship received, or reimburse the Arizona Board of Regents for the proportional amount of aid received.

• Establishes the Arizona Teachers Academy Fund to support scholarships, induction services, national board certification for employed teachers, and marketing/recruitment activities (limited to three percent of annual fund monies).

• Requires the Arizona Board of Regents to submit annual reports to the governor and legislature detailing enrollment numbers, completion rates, teacher placements, and fund distribution methodology.
