Prohibits the Department of Liquor and Cannabis Control from issuing available licenses under section 4-206.01, subsections B or C to locations surrounded on all sides by Indian reservations in Arizona, except for state land ingress and egress points.

Applies the prohibition as of the effective date of this amendment to section 4-203, Arizona Revised Statutes.

Defines "surrounded on all sides" to mean an area completely enclosed by an Indian reservation except for areas identified by the State Land Department as state land ingress and egress points.
