Establishes a health care claims consumer assistance program within the Department of Insurance and Financial Institutions to help consumers file complaints, appeals, and disputes with health insurers and obtain health insurance coverage.

Requires health insurers to place prominent notices about the consumer assistance program on all explanations of benefits, denials, and related health plan communications.

Makes it unlawful for health insurers to wrongfully deny or insufficiently cover valid claims; authorizes the department to suspend or revoke licenses and impose civil penalties up to $25,000 per violation for repeated violations after proper notice.

Requires health insurers to disclose data on denied and wrongfully denied claims to the department in a readable format; mandates the department to compile and publicly post annual reports on claim denials, investigations, and penalties starting December 31, 2026.

Provides that consumers awarded damages for wrongfully denied claims are automatically entitled to double the wrongfully denied amount plus attorney fees, with additional damages available upon court or departmental findings of severe harm.
