Removes the 75,000-person population threshold requirement, making accessory dwelling unit (ADU) regulations apply to municipalities of all sizes.

Requires municipalities to allow at least one attached and one detached ADU as permitted uses on lots zoned for single-family dwellings, plus one additional detached ADU on parcels one acre or larger if at least one ADU is restricted-affordable.

Prohibits municipalities from restricting ADUs through parking requirements, design matching requirements, relationship requirements between occupants, or setbacks greater than five feet from property lines.

Establishes a six-month deadline for municipalities to adopt ADU regulations after a decennial census shows their population exceeds 75,000 persons; if missed, ADUs become allowed on all residential-zoned lots without restrictions.

Exempts ADU requirements from applying to tribal lands, military airport territories, commercial airports, general aviation airports, and public airports as defined in state law.
