Prohibits assisted living facilities and nursing care institutions from preventing residents from installing and using electronic monitoring devices in their private rooms

Prohibits facilities from removing, refusing to admit, or discriminating against residents based on their decision to conduct electronic monitoring of their private living space

Prohibits retaliation or discrimination against residents for consenting to or refusing electronic monitoring

Defines "electronic monitoring" as use of devices to record or transmit sounds or activity to residents, their authorized representatives, or authorized third parties

Authorizes the Department of Health Services to assess civil penalties against facilities that violate these prohibitions
