Requires electric public service corporations to submit integrated resource plans to the Arizona Corporation Commission for review and approval at least once every three years.

Integrated resource plans must project energy demand for 15 years using low, medium, and high load growth scenarios; identify existing and planned retirements; analyze capital and operating costs; and assess reliability value using the ratepayer impact measure test.

Plans must prioritize lowest lifetime revenue requirement and most reliable service without designing plans to satisfy carbon or emissions reduction goals, while analyzing subsidies, grants, and credits separately.

Commission must obtain and review an independent third-party evaluation verifying the utility's data and presenting alternative analyses before approving or denying the plan; approved plans are not binding on future rate cases.

Prohibits utilities and their parent, holding, or affiliate companies from basing employee or contractor compensation on goals that conflict with their obligation to provide safe, reliable, and affordable electric service.
