Requires construction projects designed to reach at least 60 feet above ground level or 48 feet below ground level to include an employee use elevator.

Mandates the elevator be installed and in proper working condition once the structure reaches 36 feet in height measured from ground level to the highest point.

Specifies height measurement includes parapet walls, mechanical rooms, stair towers, and elevator penthouse structures.

Excludes antennas, smokestacks, flag poles, and similar attachments from height calculations.

Amends Arizona Revised Statutes Title 23, Chapter 2, Article 12 regarding employment practices and working conditions.
