Requires Navajo county to submit an expenditure plan to the joint committee on capital review before funds can be distributed, detailing the scope, purpose, and estimated cost of improvements.

Mandates Navajo county submit annual reports by September 1 to the joint committee on capital review including total expenditures to date, construction timeline changes, expected completion date, and any project scope changes.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190 until June 30, 2032.
