Prohibits retail establishments from providing single-use checkout bags to customers, effective December 31, 2028.

Allows retail establishments that charge $0.05 or more per bag to provide reusable fabric bags, recycled paper bags, or reusable plastic bags to customers.

Permits free reusable fabric bags as promotional items no more than 12 days per calendar year and free recycled paper or reusable plastic bags to customers with WIC vouchers or EBT cards.

Requires retail establishments to report total fees collected and the number of each bag type sold or given away to the department of environmental quality.

Establishes a civil penalty of up to $250 per violation for noncompliance, with each day constituting a separate offense; allows cities, towns, or counties to impose alternative penalties or require higher fees through local ordinance.
