Changes the required mailing timeframe for sample ballots from at least 11 days before an election to at least 14 days before the election for both primary and general elections.

Applies to mailer-type sample ballots distributed by boards of supervisors to households containing registered voters not on the active early voting list.

Modifies Section 16-461 (primary elections) and Section 16-510 (general elections) of Arizona Revised Statutes to implement the extended mailing deadline.

Changes language in Section 16-461 regarding return addresses on sample ballots from "shall not" to "may not" contain the name of an appointed or elected public officer.
