Adds new subsection V requiring the Arizona Medical Board to show compelling interest and necessity before requiring any licensee to waive fundamental legal rights or liberties as a condition of disciplinary action.

Renumbers former subsection V (regarding competitive relationships between complainant and respondent) to subsection W.

Makes technical corrections throughout the statute, including standardizing terminology from possessive forms (e.g., "doctor's") to explicit phrases (e.g., "doctor of medicine's") and updating phrasing from "not less than" to "at least" and "not to exceed" to "not more than" in penalty and probation provisions.

Clarifies that the Arizona Medical Board must immediately notify the Arizona State Board of Pharmacy when modifying a physician's prescription writing privileges.
