Amends section 41-1033 of Arizona Revised Statutes to expand grounds for petitioning the Government Review Regulatory Commission (GRRC) to include violations of a person's fundamental legal rights.

Adds "violates a person's fundamental legal rights" as a criterion that the GRRC may consider when reviewing existing agency practices, substantive policy statements, final rules, or regulatory licensing requirements.

Modifies procedural requirements by removing the requirement that at least three council members must request a hearing before a matter is placed on the council's agenda; the council shall now notify the agency upon receipt of a properly submitted petition.

Changes the timeline for council determination from ninety days after receiving a third council member's request to ninety days after receiving the petition.

Requires agencies and the Secretary of State to post notice on their websites informing individuals of their right to petition the council for review under this section.
