AZ HB2812

Allows students other than nonimmigrant aliens to qualify for in-state tuition at Arizona universities and community colleges if they attended high school in Arizona for at least two years while physically present in the state.

Requires students to have graduated from a public or private high school option or homeschool equivalent in Arizona, or obtained a high school equivalency diploma in the state.

Explicitly permits persons without lawful immigration status to be eligible for in-state tuition under these requirements.

Maintains existing provisions allowing refugees granted refugee status under U.S. law to qualify for in-state tuition if they meet domicile requirements.

Requires passage by at least three-fourths vote in both houses of the legislature per Arizona Constitution article IV, part 1, section 1.
