Requires all testimony produced pursuant to legislative subpoena authorization by the Senate or House of Representatives to be sworn testimony under penalty of perjury.

Adds perjury and false swearing as exceptions to witness immunity, allowing such charges to be brought against witnesses who testify before the legislature or its committees.

Establishes two methods for committing a witness to contempt for disobeying a legislative subpoena: (1) an order by a committee chairperson or chamber leader after notice and hearing opportunity, or (2) a resolution entered in the journal by the Senate or House.

Requires the contempt order or resolution to be signed by the chairperson, Senate president, or House speaker and countersigned by the Secretary of the Senate or Chief Clerk of the House.

Authorizes the sergeant-at-arms or county sheriff to arrest and bring before the legislature any witness who neglects or refuses to attend in obedience to a subpoena upon authority of a signed contempt order or resolution.
