Requires municipalities with populations over 30,000 to adopt zoning regulations allowing starter homes in at least 10 percent of new single-family residential developments larger than 10 contiguous acres, effective January 1, 2027.

Prohibits municipalities from requiring minimum lot sizes of 4,000 square feet or more, front setbacks of 20 feet or more, rear setbacks of 10 feet or more, combined side setbacks of 15 feet or more, rear patios, rear landscaping (except stormwater/water conservation), or interior floorplan approval (except for building and fire code compliance).

Exempts historically designated areas, military airports, FAA-licensed airports, previously approved master planned communities, and naturally preserved lands from starter home requirements.

Allows municipalities to require site plans, plats, and adequate infrastructure and water service for proposed developments.

Defines "starter home" as a single-family detached home subject to deed restrictions limiting initial sale price to 120 percent of area median household income OR occupancy to 15 years for households earning up to 120 percent of area median household income.

Repeals this section effective December 31, 2035.
