Prohibits any person from receiving compensation for advising, consulting, assisting with, or referring individuals regarding veterans' benefits matters unless accredited by the U.S. Department of Veterans Affairs.

Requires persons providing veterans' benefits advising to notify individuals verbally and in writing about free services available through veterans' service organizations before providing assistance.

Prohibits businesses preparing benefits claims from guaranteeing successful outcomes or specific benefit amounts, and from charging excessive or unreasonable fees for services.

Requires the Department of Veterans' Services to post information about all free services it offers to individuals filing benefits claims on a visible and prominent section of its website.

Grants the Attorney General enforcement authority under title 44, chapter 10, article 7 and exempts the law from superseding federal law or attorney fee-sharing rules.
