Allows applicants to request a distinguishing mark on nonoperating identification licenses and driver licenses identifying them as Native American if they submit satisfactory proof of enrollment in a federally recognized Indian tribe located in Arizona.

Specifies acceptable documents for proving tribal enrollment include enhanced tribal cards, tribal identification cards, tribal certificates of Indian blood, and tribal or Bureau of Indian Affairs affidavits of birth.

Requires that the distinguishing Native American mark may not identify a specific Indian tribe or disclose other specific personal information from the enrollment documents submitted.

Makes parallel amendments to both nonoperating identification license provisions (A.R.S. § 28-3165) and driver license provisions (A.R.S. § 28-3166) to include the Native American marking option.

Effective December 31, 2025.
