Establishes the Tribal Community College Operations Fund to be administered by the Department of Administration and distributed to tribal community colleges in Arizona.

Appropriates $13,333,333 from the state general fund in each of fiscal years 2025-2026, 2026-2027, and 2027-2028 to the fund.

Fund monies may be used for operational expenses and costs to establish or provide instructional programs at tribal community colleges.

Allows the fund to receive legislative appropriations, gifts, grants, devises, and other contributions from lawful sources, with investment earnings credited back to the fund.

Exempts the fund from lapsing appropriations provisions under Section 35-190, Arizona Revised Statutes.
