Creates new Hopi Tribe special license plates if someone pays $32,000 to the Department of Transportation for implementation costs by December 31, 2025.

Establishes a $25 fee for Hopi Tribe special plates, with $8 designated as a special plate administration fee deposited to the state highway fund and $17 as an annual donation to the Hopi tribal Department of Public Safety and Emergency Services.

Requires the Hopi Tribe to use donations for road maintenance and traffic control devices on tribal reservation highways that are not state highways.

Allows Hopi Tribe special plates to be combined with personalized special plates if approved by the director, with additional personalized plate fees required.

Amends multiple Arizona Revised Statutes sections to update references to special plate fee provisions to include the new Hopi Tribe special plates section (28-2470.27).
