Prohibits vehicles towing a trailer, semitrailer, or pole trailer from using high occupancy vehicle (HOV) lanes at any time, regardless of the number of occupants.

Maintains existing exceptions to HOV lane restrictions for tow truck operators, motorcycles, public transportation vehicles, and authorized emergency vehicles used by first responders.

Establishes a civil penalty of $200 for violating HOV lane restrictions, with $100 of each penalty deposited into the state general fund.
