• Prohibits cities, towns, counties, community colleges, universities under the Arizona Board of Regents, and state agencies from establishing or maintaining diversity, equity, and inclusion (DEI) offices or hiring employees to perform DEI duties.

• Bars these entities from requiring DEI statements from job applicants, giving preferential treatment based on race, sex, color, or ethnicity, or compelling employees to participate in DEI training as a condition of employment.

• Exempts trainings, programs, and policies developed by attorneys and approved by general counsel solely to ensure compliance with court orders or state and federal antidiscrimination laws.

• Requires adoption of policies for disciplining or terminating employees and contractors who violate these prohibitions.

• Allows academic instruction, scholarly research, student organization activities, guest speakers, race-neutral student support programs, data collection, and recruitment/admissions to continue; does not prohibit teaching historical instances of racism or discrimination.
