Amends Arizona Revised Statutes Section 16-821 regarding county political party committees and precinct committeeman positions.

Changes vacancy filling procedure so the county chairman submits names to the county recorder or officer in charge of elections instead of the board of supervisors, with approval or rejection required within 14 days.

Clarifies that a precinct committeeman vacancy is deemed filled when the county chairman submits the name list.

Adds provision that if a legislative district includes multiple counties after redistricting, precinct committeemen from the county with the highest number of registered voters in that party shall act as the county committee for that legislative district.

Updates language regarding voter registration reporting requirements and precinct committeeman eligibility to vote at organizing meetings.
