Establishes the High School Success Grant Program administered by the Arizona Department of Education to fund ninth-grade on-track programs at public schools.

Awards grants to eligible schools at $150 per ninth-grade student (adjusted annually for inflation after 2025-2026), with priority given to schools already receiving grants in good standing and schools with highest percentages of economically disadvantaged students.

Requires grant recipients to use funds for ninth-grade success programs including data monitoring systems, teacher collaboration time, intervention strategies, transition supports, and partnerships with organizations experienced in ninth-grade on-track work.

Defines "on track to graduate" as completing at least 25% of required credits by end of ninth grade and earning no more than one letter grade of F.

Establishes the High School Success Grant Program Fund as continuously appropriated and exempt from lapsing, with the legislature required to appropriate at least $150 annually per ninth-grade student statewide.
