Limits tenants to receiving rental assistance once every twelve months for up to three months of rent, with payments made directly to landlords or tenants if landlords refuse.

Allows tenants to apply for assistance without being delinquent on rent, including for prospective rental payments, and prohibits landlords from evicting tenants for nonpayment of months covered by rental assistance.

Directs the department to establish or contract for free financial literacy classes for tenants and allocates 50% of certain housing trust fund monies to support the rental assistance program.
