• Requires the Department of Education to develop a biennial training program for school district governing board members in consultation with the Office of the Auditor General, available through in-person workshops, virtual workshops, self-paced online modules, or combinations thereof.

• Training program must include instruction on public school finance, uniform financial records, budget development, audit requirements and procedures, annual financial reporting, internal controls best practices, and auditor general resources.

• Governing board members must complete training on school district governance, fiduciary duties, policy development and implementation, community engagement, student outcome-focused governance, and legal and ethical responsibilities at least once every two-year period.

• Allows board members to satisfy training requirements by completing programs provided by nonprofit organizations, professional associations, or other entities specializing in public education.

• Amends section 15-421 to revise definitions and eligibility requirements for school district governing board members, including provisions regarding family relationships, residency, and candidate statement disclosures.
