• Changes alternative fuel vehicle registration from mandatory ("shall") to optional ("may") application for special plates, with alternative eligibility to obtain either a standard license plate or a special plate with an alternative fuel vehicle sticker.

• Establishes two registration pathways for alternative fuel vehicles: alternative fuel vehicle special plates or a combination of standard special plates with an alternative fuel vehicle sticker, both requiring an $8 administration fee.

• Permits vehicles with alternative fuel vehicle special plates or stickers to use high occupancy vehicle (HOV) lanes at any time regardless of occupancy level without penalty.
