Adds restrictions on Arizona Empowerment Scholarship Account (ESA) spending, including prohibitions on selling items purchased with ESA funds while enrolled and requiring department approval for transactions of $500 or more.

Defines "luxury goods or services" as any good or service for which a less expensive alternative is available, and prohibits ESA funds from being used for such items.

Requires qualified schools receiving ESA funds to notify parents in writing about special education services and educational therapies before accepting tuition payments, and to provide all individualized education program or Section 504 plan accommodations unless waived in writing.

Grants the state board of education authority to establish rules for determining whether expenses are allowable, including whether less expensive alternatives are available.

Modifies the department's review process for reimbursement requests, requiring determination of allowability before reimbursing parents or qualified students for purchases.
