Requires qualified schools receiving Arizona empowerment scholarship account (ESA) monies to comply with financial reporting requirements equivalent to school districts and charter schools, including data on financial ability, default status, operating costs, and student enrollment changes.

Establishes a financial transparency portal developed by the Department of Education to display all qualified school financial information reported pursuant to the financial reporting requirements.

Directs the Auditor General to establish an audit team to monitor qualified schools receiving ESA monies and determine the percentage of those funds spent in the classroom, with qualified schools required to post results on their websites.

Mandates the Joint Legislative Audit Committee conduct a comprehensive program review of the Arizona empowerment scholarship accounts program by July 1, 2033 and every ten years thereafter, including performance audits by the Auditor General.

Requires qualified schools receiving ESA payments to report to the Auditor General on implementation of audit findings and recommendations every six months for two years following an audit and to participate in legislative committee hearings regarding the reviews.
