Renames the "silver alert" system to the "Seek and Find Alert" notification system for missing persons with developmental disabilities, cognitive disabilities, Alzheimer's disease, dementia, or who are 65 years of age or older.

Requires the Department of Public Safety to immediately issue a Seek and Find Alert when law enforcement requests activation, provided all criteria are met, and prohibits denials or delays due to administrative processes, prior missing episodes, or discretionary assessments unrelated to immediate safety risks.

Mandates all law enforcement agencies develop, implement, and regularly update comprehensive training on Seek and Find Alert procedures for employees involved in missing person cases at time of hire and biannually.

Requires law enforcement agencies to conduct biennial training for all employees, supervisors, and communication dispatchers with direct involvement in missing person cases, including review of state and department policies on locating missing, abducted, or runaway persons.

Defines "cognitive disability" as having the same meaning prescribed in section 36-551 and "developmental disability" as having the same meaning prescribed in section 36-551.
