Bars employers from inquiring about a prospective employee's wage or salary history before making a compensation offer, unless the candidate voluntarily discloses this information.

Requires employers that provide employee handbooks to include notice of employees' wage disclosure rights and remedies under the law.

Allows employees to file civil actions for violations, with remedies including reinstatement, unpaid wages recovery, restoration of service credits, and expungement of adverse records.

Extends the statute of limitations for equal pay claims from six months to one year and prohibits employers from using prior wage history as a defense in wage discrimination cases.
