Prohibits employers from requiring employees to keep wages secret, requiring nondisclosure agreements about pay, or retaliating against employees for discussing wages.

Prevents employers from asking prospective employees about salary history or age before making a job offer, or screening candidates based on previous wages unless the candidate voluntarily discloses this information.

Establishes civil penalties of $5,000 for first violations and $1,000 for each subsequent violation (up to $10,000), plus liability for special damages up to $10,000 and attorney fees.

Requires employers to include notice of employee wage disclosure rights in employee handbooks if provided.

Prohibits employers from using an employee's prior wage or salary history as a defense in equal pay discrimination cases.
