Establishes the Hazlewood Act tuition waiver scholarship program administered by the Arizona Board of Regents for eligible veterans and military families at universities and community colleges.

Eligible recipients include veterans discharged honorably after 180+ days active duty, spouses and children of deceased or missing service members, spouses and children of members with total permanent disability, and spouses and children of Arizona National Guard members killed on active duty after January 1, 1946.

Requires recipients to be classified as in-state students, maintain satisfactory academic progress (without minimum course load requirement), and may not exceed 150 attempted credit hours funded through the waiver.

Directs the Board of Regents to develop application processes and policies including credit hour limits based on degree programs, exclusions for certain courses with extraordinary costs, and provisions for hardship or good cause exceptions to academic progress standards.

Requires universities and community colleges to report to the Board of Regents the number of credit hours funded by waivers for each student each semester.
