Amends section 15-103 of Arizona Revised Statutes to clarify grammar and update language regarding school district receivership procedures (changing "shall have" to "has" and "per cent" to "percent").

Adds new subsection W establishing procedures for when a school district in receivership ceases operations after at least 100 days of school: allows enrolling districts/charter schools to revise budgets and average daily membership counts, permits superintendent to adjust state aid subject to legislative budget committee review, and requires receiver to distribute a percentage of property tax revenues to enrolling schools on a pro rata basis.

Creates new subsection X (formerly W) maintaining existing definitions for fiscal crisis team, gross mismanagement, notice, receiver, receivership, and superintendent.

Designates the act as an emergency measure operative immediately upon passage.
