Removes drug paraphernalia possession from the list of offenses eligible for drug court program dismissal under section 13-3422.

Removes drug paraphernalia possession from eligibility criteria for earned release credits under section 41-1604.07, allowing prisoners convicted of drug possession offenses to receive three days credit for every seven days served.

Removes drug paraphernalia possession from eligibility criteria for the transition program under section 31-281, which provides community-based transition services for eligible inmates.
