Amends Arizona Revised Statutes sections 35-121 and 35-125 to require the general appropriation act to be balanced for each fiscal year, defined as unreserved general fund beginning balance plus general fund revenue being equal to or greater than general fund expenditures.

Requires the three-year expenditure estimates in the general appropriation act to be balanced for each fiscal year using the same definition of balance as the budget year.

Adds requirement that expenditure estimates recognize any spending authorized in the budget year that was also authorized in the prior fiscal year as ongoing spending for calculating structural balance.

Reduces the amount owed to each school district in fiscal year 2025-2026 for basic state aid and additional state aid by the district's total ending cash balances as of June 30, 2024 from maintenance and operations or unrestricted capital outlay funds that were not included in the district's adopted budget for fiscal year 2024-2025.

Permits school district governing boards to use unrestricted cash balances from June 30, 2024 to replace revenue lost from the state aid reduction in fiscal year 2025-2026.
