Amends Section 41-1444 to require public entities to install adult changing stations in assembly and mercantile establishments, post-secondary educational facilities with 12+ water closets, assembly occupancies with 6+ water closets, and highway rest stops and service plazas.

Specifies that adult changing stations must be located in single-fixture restrooms, accessible on routes within two stories and 2,000 feet of travel distance, and not require passage through security checkpoints.

Requires adult changing stations to be accessible to both men and women, provide sufficient clear floor space, include signage, and meet 2010 Americans with Disabilities Act standards.

Establishes a $1,000 civil penalty, assessed every three months, for public entities that violate requirements; penalties are deposited into a newly created Developmental Disabilities Grant Fund.

Creates the Developmental Disabilities Grant Fund to distribute monies from civil penalties to families of children with disabilities, administered by the department under eligibility criteria to be established.
