Establishes a ballistic shield fund administered by the Department of Public Safety to distribute monies to law enforcement agencies for purchasing ballistic shields capable of protecting against high-powered firearms.

Requires law enforcement agencies receiving funds to provide a one-to-one match (50% local match) to the state monies distributed.

Defines eligible recipients as county sheriffs' departments and municipal police departments that employ certified peace officers in Arizona.

Appropriates $2,000,000 from the state general fund in fiscal year 2025-2026 to the ballistic shield fund.

Makes both the fund and the appropriation exempt from lapsing of appropriations provisions, allowing unspent monies to carry forward indefinitely.
