Mandates delegates and alternate delegates take an oath before appointment, pledging to uphold the U.S. and Arizona constitutions and refuse consideration of amendments outside the specified subject matter.

Allows delegates who become aware of violations by other delegates to report them to the Attorney General, President of the Senate, and Speaker of the House, with violators subject to immediate recall.

Imposes civil penalties of at least $5,000 and potential criminal charges for delegates who violate the oath or vote to approve amendments outside the Legal Convention Scope; voting for such amendments constitutes a Class 5 felony.

Defines "Legal Convention Scope" as subject matter referenced in calls from at least two-thirds of states AND in Congress's call for the convention.
