Amends section 15-105 of Arizona Revised Statutes to allow schools to use restraint or seclusion techniques on pupils only when behavior presents imminent danger of bodily harm and less restrictive interventions appear insufficient.

Requires continuous visual observation during restraint or seclusion, prohibits techniques that impede breathing, and mandates use only by trained personnel except in emergencies.

Mandates schools provide parents written or oral notice on same day of incident (or within 24 hours) and written documentation including behavioral triggers, type of technique used, and duration.

Establishes complaint process allowing any person to submit written complaints to the department with evidence of violations; department must investigate and require violating personnel to complete department-approved training if violations are found.

Defines violation to include using restraint or seclusion without meeting required conditions, failing to comply with safety requirements, violating established policies and procedures, or failing to provide proper notice and documentation.
