Imposes additional water cultivation fees on any licensee exceeding the 30,000 square foot canopy limit, with all collected fees deposited into the water conservation grant fund.

Amends the water conservation grant fund to include fees collected from marijuana cultivation operations exceeding the canopy limitation.

Requires the director to adopt rules implementing the section, including procedures for tracking portions of collective cultivation canopies.
