Prohibits cities and towns from reducing a municipal fire department's annual operating budget below the previous year's amount, with an exception if the city or town lacks sufficient funds to maintain the prior year's budget level.

Requires cities and towns that reduce fire department budgets to notify the state treasurer, triggering withholding of state shared revenues (from transaction privilege tax and urban revenue sharing funds) in an amount equal to the budget reduction.

State treasurer must continue withholding shared revenues until the city or town notifies the treasurer that the fire department budget reduction has been restored.

Establishes definitions clarifying that "fire department" means a municipal fire department, and adds enforcement provisions to sections 42-5029 and 43-206 of Arizona Revised Statutes.
