• Prohibits Arizona universities from using public or private funds to subsidize tuition or fees for students who are not lawfully present in the United States.

• Reduces resident undergraduate tuition at Arizona Board of Regents universities by 2.5 percent below fiscal year 2024-2025 rates for fiscal years 2025-2026 through 2027-2028, with prohibition on additional charges to offset the reduction.

• Increases the maximum amount universities can finance through lease-to-own and bond agreements from $800 million to $1,125,000,000, subject to joint committee on capital review approval for new projects.

• Allows degree-granting private postsecondary institutions and tribal colleges to participate in the Arizona Teachers Academy and receive funding from the Arizona Teachers Academy Fund.

• Extends the repeal date of the Spouses and Dependents of Law Enforcement Officers Tuition Scholarship Fund from June 30, 2025 to June 30, 2027, with transfers of unused military veterans scholarship funds to this program and the teachers academy fund.
