Amends Arizona Revised Statutes sections 41-703 and 41-722 to require the Budget Director to consult with and accommodate policies of legislative branch budget units when implementing personnel and financial data management systems.

Changes gender-specific pronouns to gender-neutral language regarding the governor and budget director throughout the statutes.

Directs unrestricted federal monies received between July 1, 2025 and June 30, 2026 to be deposited in the state general fund for essential government services, with retroactive application from June 30, 2025.

Exempts fiscal years 2025-2026, 2026-2027, and 2027-2028 from required appropriations or transfers to the budget stabilization fund under Arizona Revised Statutes section 35-144.

Removes the ten percent limitation on the budget stabilization fund for fiscal year 2025-2026 and prohibits transfer of surplus monies from the fund to the general fund during that year.
