Allows Arizona Water Protection Fund Commission to grant up to $336,000 from unobligated balance to Department of Water Resources for administrative costs in fiscal year 2025-2026.

Permits Department of Environmental Quality to use up to $6,531,000 from Underground Storage Tank Revolving Fund for administrative costs and remediation of sewage discharge issues in Naco, Arizona and other border areas in fiscal year 2025-2026.

Authorizes Arizona Navigable Stream Adjudication Commission to use monies from Arizona Water Banking Fund for legal fees in fiscal year 2025-2026.

Caps state general fund appropriation to Water Quality Assurance Revolving Fund at $15,000,000 for fiscal year 2025-2026.

Requires Department of Environmental Quality to reduce vehicle emissions testing fees in area A to decrease revenue by five percent of fiscal year 2023-2024 collections, with exemption from rulemaking requirements through July 1, 2026.

Authorizes Arizona Department of Agriculture Director to lower existing fees for trust funds and adopt emergency rules through July 1, 2026 to modify fees for dangerous plants, pests and diseases trust fund.
