Allows Arizona counties with populations under 250,000 (based on 2020 census) to use revenues from any county source to meet fiscal obligations in fiscal year 2025-2026, including special taxing jurisdiction funds.

Limits counties to using no more than $1,250,000 from revenue sources for purposes other than those originally designated for the revenue source.

Requires counties with populations under 250,000 to report to the director of the joint legislative budget committee by October 1, 2025 if they used revenues for non-designated purposes.

Counties must specify the specific source and amount of revenues used for alternative purposes in their fiscal year 2025-2026 reports.
