AZ HCM2003

Urges the Department of Water Resources and State Land Department to increase groundwater recharge through planning and development of groundwater recharge infrastructure projects.

Directs support for the Water Infrastructure Finance Authority and the Water Supply Development Revolving Fund to advance recharge infrastructure.

Calls for development of 331 sites identified by the Department of Water Resources and State Land Department on state trust land for groundwater recharge infrastructure projects.

Requests that the departments consider increased groundwater supply from private and public recharge projects in their basin health models and future decisions.

Requires the Secretary of State to transmit copies of the memorial to natural resource conservation districts, county flood control districts, county boards of supervisors, and municipal separate storm sewer systems throughout Arizona.
