Urges the President and Congress to prevent the EPA from penalizing Arizona for failing to meet ozone standards that the memorial argues are unachievable.

Claims Maricopa County's ozone nonattainment status (reclassified as moderate in September 2022) results primarily from natural events and emissions originating outside Arizona, beyond the state's control.

States that removing all 4 million internal combustion vehicles from the Phoenix area would not achieve compliance, and that ozone levels actually increased during the 2020 COVID-19 pandemic despite reduced vehicle and business activity.

Requests the EPA revise regulations to comply with 42 U.S.C. § 7509a by approving state implementation plans when states can demonstrate they would meet standards except for out-of-state emissions.

Directs Arizona's Secretary of State to transmit copies of the memorial to the President, Congress, and all Arizona Members of Congress.
